한국어 원문 지역활성화를 위한 주민의 조직화의 방향은 마을지도자, 참가 주민, 비참가 주민, 숙박 등에 대한 각각에의 교육을 통해서, 최대한 많은 주민을 적합한 분업과 공동체의식이 형성 되었다. 한편, 고령화 지역에서 지역활성화 사업이 전개되는 것은 반대로 인재부족이나 운영 관리의 문제도 포함하고 있다는 것이다. 그러나 주민전체가 주체적으로 주민교육, 마을 규정, 관리 체계구축, 네트워크를 형성하고 있는 것은 평가 되어야 할 것이다. 또 활성화 사업의 지속성을 확보하기 위한 귀농자의 유입과 외지에 나간 어린이들의 귀촌 등의 작은 변화 등이 보여지고 있다. 인구감소 및 고령화가 심각한 단계에서의 지역활성화는 내발적인 관점에서 진척되기 위해서는 이들의 중요성이 부각된다. 사례지역의 관 1리와 모리는 중앙정부의 정책을 받아들이고, 지역활성화 정책을 추진하고 있다. 그리고 「1사1촌」이라고 하는 자매제휴를 통한 외부의 네트워크를 형성하고 있다. 외부와의 네트워크 형성은 행정의 재정적 원조를 받을 때 ①창구의 원활화를 도모할 필요성에서, ②재정면의 운영 관리를 자립적으로 행하는 것, ③ 또 기업과의 제휴에 있어서도, 지역에서 받아 들일 준비가 필요했던 것과 방문 손님과의 교류 사업에 있어서도 프로그램을 실시하는 것에 즈음하여 지역내외의 연계를 도모할 필요성에 의해 형성되었다. 영어 번역문 The direction of organization of residents for regional revitalization is that at least many residents have proper division of labor and community spirit though each education on village leaders, participant residents, non-participant residents and accommodation. The development of a population aging region’s regional revitalization involves problems such as the shortage of workforce and management. However, it is notable that all of its residents conduct the following things: resident education, village regulations, the construction of operating system, the formation of net works. There are small changes in this region: an influx of a returning-to-farm person into this region for securing the continuous revitalization project and children’s returning to this region from other areas. Those people’s importance is emphasized so that in the stage of intense population decrease and aging, regional revitalization can be promoted from an internal viewpoint. Case regions Kwan 1-ri and Mo-ri accepted the central government’s policy and promoting the regional revitalization policy. Moreover, they are forming an external net work through the so-called “one company to one village” (i.e. a sisterhood partnership). The external net work was formed by the following needs under the government’s financial support: (1) to promote smooth interaction, (2) to conduct independent operation financially, and (3) to promote the relationship between the inside and outside of the village in the cases of a partnership with companies and exchange programs. |
