This expanded discourse is maximized by a new celebration ceremony. In 1981, Japan's government established February 7th as 'Day of Northern Territory', based on The Treaty of Commerce, Navigation and Delimitation, which was concluded in 1855 during the fight for superiority in East Asia. Since then, the government has held the national meeting for asking the return of northern territory every year.
