The last thing I wanted to talk about which I think sets the context a little bit for this, in both Minnesota and North Carolina, there was a concern not just for punishment but for keeping control of the growth of the prison system. And part of that is based on various community concerns; part of it was certainly based on the cost of incarcerating people. And this just gives you a sense, and I don’t want to spend a lot of our time discussing this graph, but I think this is common knowledge for many of you, and there are two lines here. I don’t know if you can see the faint dotted line. That is a line from 1931 to 2007 of the rate of crime, the crime rate in the United States per 100,000 residents. So you can see in 1931 and for many years the crime rate remained about the same. And then it began to decline in the 1960s, it reached the peak in the late 1970s, and the crime rate stabilized and then dropped, and it has been dropping for the last 10 or 12 years nationwide. That stands in contrast to the rate of the imprisonment in the United States which, again using the number of people in prison per 100,000 residents, again stays stable for many years in fact for approximately 12 more years than the crime rate and then began to decline and is still declining although the incarceration rate has not declined as fast in the last few years. So this delay and the continued increasing imprisonment in the US is one of the reasons, for example the North Carolina system shows as part of its purposes of sentencing not just punishment and rehabilitation and the other principles of sentencing but also to be concerned about using prison to incarcerate the most violent or habitual offenders and using other forms of community punishment for people that don’t fit those categories.
