한나라당의 세종시 및 4대강 사업 강행으로 예산국회가 파행을 예고하고 있는 가운데 13일 법사위와 정무위원회, 기획재정위원회, 외교통상통일위원회, 보건복지가족부에 대한 예산국회가 열리고 있으나 여야 지도부는 각기 다른 방향으로 예산국회를 끌고 갈 생각이라는 것이 전문가의 분석이다.
안상수 한나라당 원내대표는 국회 본청 245호실에서 개최된 주요당직자회의에서 "민주당 이강래 원내대표가 국회 개원문제 논의를 위해 12일 원내대표 회담을 제의했다"고 확인하고 "민주당의 회담 제의를 환영하고 다음주 중반쯤 원내대표 회담이 열릴 것"이라고 말했다. 안 원내대표는 또 "원내대표회담을 자주 열어 국정 현안을 논의하는 건 원활한 국정운영을 위해 도움이 되겠지만 의제를 제한할게 아니라 여야가 국정 현안 전반에 대해 서로 논의하고 토론하여 소통의 장으로 만들어야 한다"고 강조했다.
민주당 이강래 원내대표는 13일 심재철 국회 예산결산특별위원장이 예산심의 진행의 필요성을 언급한 것과 관련하여 "한나라당이 예결위원회를 열자는 말은 상임위 차원의 예산심의를 무력화하려는 수작에 지나지 않는다"며 "만약 예결위를 열어놓으면 한나라당은 국토해양위를 열지 않을 것"이라며 4대강 관련 예산심사에 참여하지 않겠다는 입장을 재확인했다.
이강래 원내대표는 "예결위를 열자는 말은 경우에 따라선 예산안 날치기 처리를 위한 의도로 보이고 있으며 정부가 4대강 사업예산의 구체적 명세서를 제출, 예산심의가 정상적으로 진행되도록 국회의장과 한나라당 지도부가 나서야 한다"고 촉구했다.
