George Washington personally selected the site of the nation's capital. He made his choice in January, 1791, some six months after Congress had authorized him to choose a location “not exceeding ten miles square” somewhere along the Potomac River. In addition to choosing a site, the first President was instructed to acquire the necessary land and to appoint a building commission to oversee the construction of the new federal city.

Congress had passed the so-called Residence Act after a long and bitter debate that threatened to tear the young Republic apart as northern and southern interests contended for the proposed “federal town.” While meeting in Princeton and Trenton, New Jersey, and in New York City, the Continental Congress struggled with the problem, at one time seriously considering a proposal to build two federal towns, one on Potomac River and one on the Delaware River. It was not until the Consitution had been ratified that the First Congress of the United States, meeting in New York City, resolved the federal town problem by agreeting to a compromise arranged by Alexander Hamilton and Thomas Jefferson. In return for the selection of the Potomac region as the location of the coveted federal town, southern representatives in Congress agreed to vote for a bill authorizing the federal government to assume the Revolutionary War debts of the individual states, a measure strongly favored by many northern representatives.

In his role as the land agent for Congress, Washington, already familiar with the Potomac region, considered various locations for the federal city, from Connogocheague Creek, about eighty miles above the present Washington, D.C., to an area about ten miles farther down the river. He chose a beautiful part of the Potomac Valley where the river widens and becomes tidal and is joined by a smaller stream, the Anacostia River.

As soon as he had selected a site, Washington appointed a three-man building commission and hired Andrew Ellicott to survey the land. He chose Major Pierre Charles L'Enfant to lay out the new town.
