한국어 원문 시각예술인 직업 불안정성에 따른 지원방안 모색을 위한 거시적 연구
예술가로서 자유는 없지만 국가적·사회적 후원이 있던 근대와는 달리, 근대 이후에는 자본주의의 도입에서 기인된 기술의 발달과 수많은 예술가 사이의 치열한 경쟁으로 인한 기초예술가의 권리와 지위는 지속적으로 악화되고 있다. 더욱이, 점점 어려워지는 현대미술로 인하여 사회적으로 주변부로 밀려나는 기초예술가들의 현실 속에서, 예술가와 그리고 문화예술의 존립을 위하여 국가의 지원이 절실히 필요함을 역사적인 배경을 토대로 살펴보았다. 이러한 배경을 토대로 유네스코에서는 ‘예술가의 지위에 관한 권고’를 제시하여 많은 국가에서 예술가의 지위를 위한 정책마련을 촉구하고 있으며, 우리나라에서도 2011년 10월 28일 예술인 복지법의 국회 의결을 통과함으로써 이러한 세계적 흐름에 동참하기 시작하였다. 이러한 배경을 살펴보면, 국내 시각예술인은 대부분 자유업의 성격으로 소득이 불안정하기 때문에 창작활동을 위하여 이중 또는 다중직업 종사자가 많으며, 이러한 구조를 갖는 것은 예술의 창조에 커다란 장애가 된다. 또한 전업예술인의 경우 ‘사용종속관계’에 부합하지 않으므로 법적으로 노동자로 분류되지 않아 4대 보험가입 및 보험적용에 많은 어려움이 따른다. 그렇기 때문에 복지지원정책을 입안하는데 있어 시각예술인의 창작환경을 바탕으로 실현되는 예술인의 생애와 복지적인 측면을 고려한 다각적인 접근방식이 필요하다고 할 수 있다. 영어 번역문 A Macroscopic Research on Support Methods for Visual Artists according to Job Insecurity of them
In modern times artists were supported nationally and socially although they did not have the freedom of their art. Since then, pure artists' rights and status have been continuously worsened due to the development of technology resulting from the introduction of capitalism and to a cutthroat competition between a large number of artists. This research aims to look into an urgent necessity of the nation's support for the existence of artists and culture & arts under the reality where pure artists are socially pushed aside due to contemporary art whose conditions are becoming poor, based on the historical background of the necessity. On the basis of the background, the UNESCO suggested 'Recommendation for Artists' Status' to many countries and urged them to establish polices for the status of them. In Korea, Artists' Welfare Law passed National Assembly's vote October 28, 2011 to join the global trend. Most of visual artists in Korea are independent businessmen. Their income is unstable; so, they do a duplex or multiplex job to carry out creating activities. This structure is a large obstacle for the creation of art. Because 'the dominant-subordinate relationship between the employer and workers' is not applied to full-time artists, those artists are not classified into workers by law. They have a lot of difficulties in taking out and covering the so-called 4 Major Social Insurances. So, we need a versatile approach considering the aspects of artists' life and welfare based on creation environments for visual artists, in order to establish a welfare support policy for them.
