Democratic theory is in a condition today akin to that of theoretical physics when Einstein began his speculations at the turn of the century. The accepted doctrine at that time was in the main what Newton had enunciated two centuries earlier. Fundamental to his thinking were the concepts of space and time. Newton had conceived of each as distinct from the other. Both, in his view, were absolutes. Though 19th-century research had yielded results which Newtonian doctrine did not satisfactorily explain, Newton's image of the uiverse had not yet been reformulated. That reformulation was what Einstein achieved. His inspiration lay in treating space and time not as separate concepts, but as one, fused by him into space-time. Furthermore, this integrated concept was considered relative, not absolute. What space and time have been to physics liberty and equality have been, and still are, to democratic theorists. More than any others, these twin ideals serve as our basic concepts. If one tries to compress the ethos of democracy into the briefest summary, it will run something like this: democracy is the form of government which combines for its citizens as much freedom and as much equality as possible.
