The people who first seemed to understand intuitively that God, in order truly to be God, must be God of the whole creation, responsible for all creation and controlling the purpose of life, were the Hebrews. From a chaos of superstitions and narrow ideas of a warlike tribal God, there emerged a monotheistic creed, insonsistent with dualism. This God of the Hebrews, according to their later prophets, was the only God; he was righteous and holy. How, then, could they account for the disasters which overtook their nation, or which overtook apparently innocent people? For a long period, the more secure and conventional Hebrews saw suffering only as a punishment for sin. But throughout Hebrew literature there perpetually emerge rebellious, honest, or tender thinkers―who know that this solution to the problem is too easy, is in fact a lie, and find personal satisfaction in faith―they do not provide an 'answer' intelligible to the unbelieving. Later ideas in Hebrew thinking move two ways. Some move backwards towards the idea of an 'Evil One' in a new dualism; and one writer―gropes towards the idea of suffering as a means of 'redemption'.
