The recurrent recessions, high unemployment, and systemic inflation of recent years have effectively demolished the notion that the government could guarantee smoothly growing prosperity. Since the collapse of that great expectation, economists have been shifting through the wreckage, looking for explanations and clues to better designs. What went wrong―the failure of econometric models to forecast accurately the disastrous swings that followed attempts at fine tuning―does seem clear enough. But it's not so clear just why all that happened.

While the search through the wreckage will continure for a long time, a doctrine that is now attracting new attention offers some persuasive explanations. At the heart of the doctrine are two related propositions. First, people tend to respond rationally and intelligently in their own interest when they see change coming. Second, those sensible responses have an unforeseen collective effect: they forestall the very results that the government seeks it tries to alter the econmy's course by fiscal  or monetary interventions. In the end, the interventions prove worse than useless.

That being the case, economists belonging to the ‘rational expectations’ school rationally propose that such interventions the ended. In place of economic guesswork, they would establish a national economic policy based on a few openly announced, well-understood rules. The rules would be consistently applied, and not altered in the futile pursuit of short-term benefits.
