Thank you for the question.  I think when the benefit when it comes to statutory provisions is that there is no doubt who has made this provision, it’s the parliament.  And the parliament is also the one who is in first place be addressed by the public opinion.  Then in Germany, serious child abuse case, of course, the public tends not to go after the judge but after the law maker.  And ask the law maker to provide harsher provisions.  Though that’s one of the reasons we have in recent years much more aggravating circumstances in the law itself and as I mentioned during my presentation, this causes no constitutional problems because it’s the law maker who decides which range of sentencing has to be applied.  Of course you may say you always need the law maker to make these provisions.  So it’s not so, you may say not so effective or not so flexible or not so short range not so quick but on the other side we think it’s, we are quick enough or the law maker is quick enough and be we think it’s a quite useful and reasonable concept.
