국민기초생활보장제도는 우리나라의 최종적인 사회안전망으로서 실업, 가족해체(별거, 사별, 이혼 등), 장애, 질환, 노령 등의 사회․경제 및 개인적 요인에 의해 생계유지가 어려운 사람들의 최저생활을 보장하고, 근로능력이 있는 수급자의 자활 및 자립을 도모하는 것을 목적으로 하고 있다. 국민기초생활 보장 제도의 수급권을 결정하는 중요한 요소 중 하나가 정부가 고시하는 최저생계비이다. 우리나라에서 최저생계비는 공식적인 빈곤선의 기능을 할 뿐만 아니라, 국민기초생활보장제도의 수급자 선정과 급여 수준을 결정하는 기능을 한다. 부양의무자 기준을 고려하지 않는다면, 최저생계비는 수급권을 결정하는 본질적인 요소이며 급여수준을 결정하는 요소이다. 이런 의미에서 최저생계비 수준은 수급권자나 수급자의 생존권에 본질적이고 중요한 의미를 가진다. 더욱이 우리나라의 최저생계비는 국민기초생활보장업에“건강하고 문화적인 최저생활을 유지 하는데 소요되는 최소한의 비용”로 규정하고 있다. 영어 번역문 A Research on Improvement of the National Basic Livelihood Guarantee System
The national basic livelihood guarantee system is Korea's final social safety net. This system aims to guarantee the minimum standard living of people who have difficulty in making a living due to social, economical and personal factors, such as unemployment, family disorganization (e.g. separation, bereavement, divorce, etc.), disability, disease, old age, and to promote the self-support and self-reliance of its beneficiaries who have an ability to work. One of the most important criteria for the benefits of the national basic livelihood guarantee system is the minimum cost of living notified by the government. The minimum cost of living in Korea serves not only as an official poverty line but also as a standard for selecting a beneficiary, and the level of benefits, of the national basic livelihood guarantee system. If the family support obligation rule is left aside, the minimum cost of living is an essential criterion of benefits and it is a decisive standard of the level of benefits. So, the level of the minimum cost of living has substantial significance to beneficiaries and their right to live. Further, the minimum cost of living in Korea is defined as "the minimum cost to maintain a minimum standard of healthy, cultural life" by the national basic livelihood guarantee law. |
