Roosevelt's administration had a new idea of the individual's place in society. Previously, it had been assumed that the individual who sought his own best interests would contribute most to society as a whole and that unsuccessful people ought to support themselves. The older idea was no longer acceptable in an industrial society. A depression could destroy even those businessmen who worked hard. The new belief was that society was responsible for the welfare of each person. The Roosevelt administration believed that the individual contributed to society by working, by supporting a family, and by being part of the activities of the society. It also understood that the problems of a complex society were often too great to be solved by the individual, and believed that the individual functions more effectively in secure surroundings.

Another aim of Roosevelt's policy was therefore to create sufficient economic security, so that individuals could produce more. To achieve this aim, the administration passed many welfare laws: unemployment insurance, that is, money paid to a worker by the government when he is unable to find a job, federal grants to health and education, and social security, a government insurance system which gives payments to the old, to widows, and to others in need of help.

The social philosophy of Roosevelt's administration included the belief that businessmen had social responsibilities beyond mere profit-making. It recognized the fact that the market economy often ignored human and social values. Individual gain did not always equal social good. The government did not clearly tell businessmen what they were required to do. However, the kind of laws that were passed indicated what the government expected: stable operations, effective relations between labor and management, fair prices, and honesty in financial activities.
