우리나라는 인하대학교에서 비교적 일찍부터 교수-학습지원 시스템을 운영하여 왔으며, 포항공대에서 1998년 대학교육개발센터를 설립하여 교수들과 조교들의 수업 능력개발가, 수업평가를 위한 도구를 개발하여 적용하고 있다. 안동과학대학이 전문대학 중에서는 최초로 교수학습지원 센터를 설립과 시스템을 추진 중이며 향후 많은 대학이 경쟁력 차원에서 운영될 것으로 기대된다.
 
우리나라 인터넷 이용자수가 3,000만 시대에 접어들었으며 e-Learning 교육시장이 2000억원대 수준이 될 것이라는 한국정보사회진흥원의 전망이 발표되었다. 그렇다면 과연 효과적이고 효율적인 교육이 가능한 e-Learning 시스템은 어떤 방법과 기술로 개발하여만 하는가 ? 시스템 구조와 같이 계층 구조로 접근해 보자면, 세 계층 정도로 구분할 수 있다. 첫 번째 계층은 학습의 자료를 다루는 분야이고, 두 번째 계층은 추출된 학습자료를 어떻게 선별하여 묶어주고, 나열하여 학습자에게 전해주는가 하는 부분이다. 세 번째 계층은 교수자와 학습자들과의 인터페이스와 피드백 문제이다[1].
 
우리나라도 e-Learning 산업의 육성을 위해 다각적인 노력을 기울여오고 있다. 지식경제부는 e-Learning 산업 활성화 계획 수립을 통해 표준화, 인력양성, 기술개발등에 대한 중장기적 지원방안을 마련하고 있다. 세계 최고수준의 IT 인프라와 높은 교육열을 지닌 우리나라는 멀티플랫폼 환경의 차세대 e-Learning 산업성장의 최적조건을 갖추고 있다.
 
미국은 국방성 산하에 ADL(Advanced Distributed Learnig Initiative)을 통해 e-Learning 관련 국제표준으로 사실상 인정받고 있는 SCORM(Shared Contents Object Reference Model)을 개발하여 국제표준을 주도하고 있고 국가교육기술계획에서 전략적으록 기술개발을 추진하고 있다. EU 또한 중장기 정보화 전략 e-Eurpe과 e-Learning Initiative에서 차세대 e-Learning의 중요성을 강조하고 지식 확산 및 교육개혁의 수단으로 이용할 것임을 밝혔다. IBM의 경우 전세계에 퍼져있는 약3만명 관리자들을 대상으로 “Quick View"라는 웹사이트를 통해 40여종의 강좌를 개설하여 연수기간을 단축하고 교육비용도 획기적으로 절감하였다.

In Korea Inha University has operated a teaching-and-learning support system since early. Pohang University of Science and Technology has developed tools for the development of course management ability and course assessment of professors and teaching assistants and applied them to courses since it established Center for Excellence in Education in 1998. For the first time, Andong Science College is proceeding the establishment of a teaching-and-learning support center and the construction of its system among colleges in Korea. It is expected that in future many universities and colleges will operate such systems to raise their competitiveness.
 
NIA (National Information Society Agency) announced that the number of Korean Internet users has grown to 30 million and that sales of the education marketplace will be approximately 20 billion won. What is a method or technique for developing an e-learning system which enables effective and efficient education? Like a systematic structure, a hierarchical structure can be divided into three class. The first class is a field that deals with learning materials. The second class is the part on how to select and organize abstracted learning materials and how to supply those materials to learners. The third class is an issue on interface and feedback between teachers and learners[1].
 
The Korean Government has put forth a multilateral effort into promoting e-learning industry.
