한국어 원문 한국농촌의 인구감소와 지역진흥에 관한 지리학적 연구 1. 연구의 배경과 목적 한국은 1962년 제1차 경제개발계획 이후 40여 년에 걸쳐 급속한 경제발전을 이룩했다. 당시 채택된 경제발전 전략은 투자 효과가 높은 수도권을 비롯한 특정지역 중점의 개발전략이었다. 그 결과, 1960년대 후반부터 청년인구의 유출이 농촌에서 수도권을 비롯한 공업지역으로 급격히 일어나면서, 한국의 농촌인구의 절대적 감소가 시작되었다 (金枓哲,1997;金泰憲,2001). 특히, 1970년부터 1980년대의 면 인구는 연 평균 2.4%의 감소를 나타냈다. 더욱이, 고도 경제성장의 후기인 1980년대에 들어가면, 급격한 인구감소는 산간지역뿐만 아니라, 수도권 및 지방대도시권을 제외한 전국으로 확대되었다. 그리고 현재 농촌의 인구감소율은 저하되는 상태를 보이는 반면, 고령화가 진행되면서 지역사회의 유지가 걱정되는 농촌지역도 나타나고 있다 (권일,2005). 이러한 농촌의 쇠퇴를 해결하고자 지금까지 많은 정책이 실시되었지만, 결국 농촌의 쇠퇴를 막지 못하여, 2000년부터 정책의 방향은 전환되었다. 2000년 전까지의 정책은 중앙정부의 톱다운 방식에 의한 농산물의 생산성 및 효율성의 향상을 중시한 외발적 정책이었다. 이러한 정책은 농촌사회가 전통적으로 가지는 다원적 기능이나 지역특성 및 지역 주민의 의견을 충분히 반영한 것이 아니었다. 그리하여 2000년 이후에는 이전까지의 정책에 대한 반성과 농촌환경의 변화에 대응하기 위해, 농촌의 자원•다원적 기능을 활용한 주민중심의 내발적 지역활성화 정책으로 전환되었다. 영어 번역문 Geographical Study on Population Decrease and Revitalization in Rural Korea 1. Background and Purpose Korea accomplished the rapid economic development for approximately 40 years after the first economic development plan. The economic development strategy adopted those days made emphasis on particular regions including the capital area. As a result, a phenomenon of the absolute decrease in population started to occur in rural areas as young people in farming villages rapidly moved to the capital area and industrial regions (Doo-Cheol Kim 1997, and Tae-Heon Kim 2001). In particular, the population decrease of myen (town) was an average of 2.4 % per year. Moreover, this phenomenon expanded to the whole country except the capital area and big local city areas in the late 1980s (i.e. the latter period of high economic growth). At the present time, the rate of population decrease of farming areas is falling. However, there exist farming areas whose viability is risky due to proceeding population aging (Il Kwon 2005). In order to resolve the decay of rural areas, many policies were enforced, but they could not stop their decline. So, the direction of policies has been changed since 2000. The policy stressed the improvement of productivity and efficiency of agricultural products by the central government’s top-down method till 2000. This external policy did not fully reflect the rural society’s traditional multifunction, regional characteristics, and local residents’ opinions. Reflection of those problems arose after 2000. The government changed the previous policy to the resident-centered internal policy for regional revitalization, in order to cope with the change of environment in rural areas. |
