It is impossible for the resident organization to promote the project with its resources and capitals. So, the support from the outside is important. It is necessary to establish an external partnership (e.g. “one company to one village”) with the central government, metropolitan councils, private organizations and companies. The resident organization requires the so-called “external conditions for promoting the internal development” (e.g. finance, technology, expert consultant, etc.) So, it is important that residents and external organizations construct a mutual cooperative net work. The internal regional revitalization in Korean rural areas is that rural residents conduct the following things for themselves on the basis of agricultural production: agricultural product processing, the development of specialty, agricultural product distribution, the city-and-farm exchange. Rural residents can increase chances of the improvement of income (e.g. the high value-added business, the creation of employment, etc.) on the basis of external resources. Sharing the issue (i.e. a sense of impending crisis), rural residents are required to construct a net work for resolving problems such as rediscovery of regional resources and formation of leader and subject and to promote a proper strategy for improving rural areas. |
